President John Dramani Mahama has nominated a five-member team to serve on Ghana’s Fiscal Council, in a move aimed at tightening oversight of the country’s public finances and restoring fiscal discipline.

The nominations, announced in a statement issued by the Presidency Communications Office on Wednesday, 8 April), are in accordance with Section 11D of the Public Financial Management Act, 2016 (Act 921), as amended by the Public Financial Management (Amendment) Act, 2025 (Act 1136).

The proposed council will be chaired by Dr Emmanuel Oteng Kumah, with other members including Prof Patrick Opoku Asuming, representing academia, and Leslie Dwight Mensah, representing a research think tank.

Also named are J. Kweku Bedu-Addo, a former public policy expert from the Ministry of Finance, and Dr Henry Akpenamawu Kofi Wampah, a former official of the Bank of Ghana.

According to the statement signed by the Minister for Government Communications and Presidential Spokesperson, Felix Kwakye Ofosu, the Fiscal Council is expected to play a critical role in strengthening financial oversight, promoting fiscal prudence, and guiding sound decision-making in public financial management.

The establishment of the Council comes at a time when concerns over fiscal slippages, rising public debt, and weak expenditure controls continue to dominate Ghana’s economic discourse.

The effectiveness of the Council will depend largely on its independence and its ability to hold government accountable to fiscal rules, particularly in an election cycle where public spending pressures are typically heightened.

The Fiscal Council is a key component of Ghana’s public financial management framework, designed to provide independent analysis and advice on fiscal policy to ensure long-term macroeconomic stability.

The nominees are expected to undergo the necessary approval processes before formally assuming office.
